Fallbrook Regional Health District (FRHD) is a local special district. It is a single function, non-enterprise, independent government agency serving a defined geographic area.
The single function of FRHD is healthcare. As a non-enterprise district, it provides services and programs without fee to the recipients. FRHD’s services benefit the entire community, not just individual residents. Programs and services are intended and designed to address a broad range of healthcare needs identified within the community. The population served encompasses all age, socio-economic and cultural groups represented in the residents of the community. As a non-enterprise district, serving the geographic area comprised of Fallbrook, Bonsall, Rainbow, and De Luz its source of revenue is Property Tax Apportionment.
The revenue generated through property tax, collected and distributed by the County of San Diego, is subject to the impact of the fluctuating economy and of legislative action.
